On behalf of Markt Peiting, BHSF developed, in collaboration with Städtebaumanufaktur, the update of the Integrated Urban Development Concept (ISEK) including Preparatory Investigation (VU). The original ISEK from 2014 served as the starting point; the aim of the update was to revise the planning framework for the next 15 years, identify urban development deficiencies, and develop a coherent programme of measures.
The planning process was structured into five consecutive phases: analysis of existing conditions and framework, strengths and weaknesses assessment, development concept, integrated programme of measures, and the designation of the renewal area. On the basis of a plot-level analysis of the town centre, urban development deficiencies were examined and evaluated across the thematic fields of inner development, mobility and access, social infrastructure, land use structure, and building stock. The findings were consolidated into a spatial vision and presented in a set of prioritised project and measure profiles.
A central concern throughout the process was the broad involvement of the local community. In addition to a facilitated public launch event at the town hall and a thematic walking tour through the town centre, a youth workshop was held with pupils from the Mittelschule Peiting. The process concluded with a Future Forum, at which around 43 participants reviewed, commented on, and prioritised the proposed projects. The participatory process was further supported by a series of administrative review sessions and meetings of a project steering group comprising representatives from local politics, the municipal administration, and funding bodies.
With the adoption of the renewal area statute on 29 July 2025, the renewal area was formally designated, establishing the legal and planning basis for the step-by-step implementation of the agreed measures.
